Board Performance of Secondary and Elementary Graduates of Mountain Province State Polytechnic College – Tadian Campus, 2010-2013

INTRODUCTION

A board examination has the ultimate responsibility to ensure that the examinee meets technical, professional, and legal standards, and to protect the health, safety and welfare of the public by assessing the examinees’ abilities to practice competently. Once an examinee passes a licensing examination, the concerned agency or board grants the license, thus assuring the public that the licensee is minimally qualified to practice at the time of initial licensure. The sole purpose of a licensing examination is to identify persons who possess the minimum knowledge and experience necessary to perform tasks on the job safely and competently (Herts and Chinn, 2000).

In the Philippines, the State recognizes the vital role of teachers in nation-building and development through a responsible and literate citizenry. Towards this end the State shall ensure and promote quality education by proper supervision and regulation of the licensure examination. Further, in the field of education, the practice of the teaching profession has been enacted to professionalism by Republic Act No. 7836, otherwise known as the “Philippine Teachers Professionalization Act of 1994”.

The Mountain Province State Polytechnic College (MPSPC) since its opening as a Polytechnic College in 1992 is offering Teacher Education (TED) with Bachelor in Elementary Education (BEEd) and Bachelor in Secondary Education (BSEd) as its programs. BSEd has Mathematics, English, Social Studies, Physical Science, and Biological Science as its fields of specialization. The College has been producing licensed elementary and secondary teachers who are employed in both public and private schools. However, its board performance has not been thoroughly analyzed to determine how its students are faring as compared to the National Passing rate, and to determine the graduates’ weaknesses and strengths.

With the abovementioned situation, the researcher finds it necessary to conduct a study to analyze the board performance of Teacher Education graduates of Tadian Campus from 2010 to 2013.
