With the initiative of Congressman Maximo Y. Dalog, Jr., the program was sourced from the Higher Education Development Fund (HEDF). Under the guidance of CHED Commission's Dr. J. Prospero E. de Vera III, this is one of the strategies under the National Employment Recovery Strategy, which is increasing the success of students to graduate through scholarships despite the effects of the pandemic.

Dalog, in his message, reminded the students to wisely spend their cash assistance.

Furthermore, MPSPC President Edgar G. Cue also challenged the students to use the opportunity as a stepping stone toward their personal growth and educational development.

Moreover, Dean of the Student Services and Development Office (SSDO), Ms. Jennifer Ruth Tuazon, assisted the personnel from the Commission on Higher Education during the distribution of the cheques. The CHED personnel include Ms. Christine M. Soriano, Mr. Jude Ambucay, Mr. Jayvan P. Basilio and Mr. Richard Mamanao.
