A Citizens Satisfaction Index Survey (CSIS) commissioned by the Department of the Interior and Local Government (DILG) where MPSPC was the project implementer in Mountain Province revealed that the Bontoc citizens reflected high satisfaction ratings across all the service indicators indicated in the CSIS. Ranked accordingly from highest to lowest percentage scores are the following: Health services (94%); Governance and response (89.33%); Support to education (88.67%); Environmental management (88.00%); Social welfare (84.00%); Public works and infrastructure (80.67); and Economic and investment promotion (80%).

Five (5) service areas; namely, Health services, Governance and response, Support to education, Environmental management, and Social welfare were identified to have low need for government action. This means that these services or areas exceeded expectations since they were rated high in satisfaction but low in need for action. The general direction suggested for these service areas is to sustain positive aspects of service delivery.

Public works and infrastructure and Economic and investment promotion were perceived as having a high need for government actions but high in satisfaction. This may suggest that the quality of service delivery may be good enough but there is still a need to fine tune on specific aspects of service delivery that can be improved.

The least, although still qualified as high in satisfaction rating, is on economic and investment promotion which has strong implications on more aggressive initiatives of the LGU to boost the local economy.

Majority of the respondents believe that corruption is not a serious issue in the Bontoc municipality as 91% of the respondents cited that they have not encountered or are unaware of any anomalous or irregular government transactions. Overall, having eight (8) positive attitudes against three (3) negative dispositions reflect that the citizens recognize the good leadership provided by the Local government unit of Bontoc as it seeks to fulfill its vision and mission.

The citizens trust their local leaders enough to ventilate their concerns and are quite assured to such extent that the problems will be solved by the local authorities.

Based from the results of the CSIS, the following are suggested: The citizens’ suggestions for each service need to be given priority action by the Local Government unit especially in the areas of public works and infrastructure and economic and investment promotion; More information drive need to be undertaken by concerned offices to promote their different banner programs and projects; Certain forms of corruption, while under minimal risk, can erode public trust; hence, the issues that were cited by some citizens need to be addressed by the appropriate bodies; and there is a need to sustain the good services being rendered by the Local Government unit. //AGF Ekid
