The MPSPC continuously aspires to provide quality and relevant education to its stakeholders, hence recognizes the need to reassess, review, and redirect its sails and direction in order to conform to the standards expected of an educational institution which addresses the various challenges and demands of the society.
Among the manifestations of this, the College conducted the Annual Performance Review and Strategic Plan Enhancement on June 2-3, 2016 at Punta Riviera, Barangay Ilog Malino, Bolinao, Pangasinan. Participants were the key officials of the college and some members of the Board of Trustees.
The first day was the presentation and critiquing of sectoral accomplishment reports. These reports were presented as follows: General Administration and Support Services by VP Rogelio K. Balcita, Jr., on Higher Education by VP Geraldine L. Madjaco, on Research Development & Extension by VP Annie Grail F. Ekid, and on Resource Generation & Linkages by VP Venus Grace K. Fagyan.

On planning: identify strategic focus or prioritization which include not only the College but also its different stakeholders and anchored on the Vision, Mission, Goal, and Thrusts of the College.
On Higher Education: Strategic focus: Accreditation, Universityhood, Indigenous Peoples Education, and Cultural development. Since Universityhood is one of the aims of the College, more efforts should be improved towards the attainment of this goal.
On Cultural Development: this should be identified as unique to MPSPC for this defines the College as it is stated in the Vision. Further, there should be sustenance of tracer studies, improvement of Licensure Examination.
On Career Guidance, focus should not only be on career but to device a program on drop-out guidance counselling, and expand counselling on teen-age pregnancy. Faculty and staff should participate on exchange program with different partners especially on the international level.
On Research Development & Extension: researches and extension activity should be anchored on the VMGO and HERITAGE. Stress and Stretch on culture, do research on Eco-tourism. These are incidentally in the priority of Provincial and Municipal offices as natural and cultural assets of the government.
On Resource Generation and Linkages: Invest on farm –eco tourism at Mt. Data Campus and setting up of Indigenous People (IP) and CAR Autonomy linkages.
